跨部门女童教育项目年度评审会

  尊敬的来自各项目省和县的官员们,

 

  I am happy to join you this morning at the annual review meeting of the multi-sectoral project on girls’ education. This project was designed as a result of a baseline study conducted by the Moe in 2003 which concluded that the factors adversely affecting girls education were mostly poverty and gender –biased practices in the community that placed low priority on education of girls. Amongst educational factors, lack of encouragement and motivation in schools was identified as the reason for low achievement of girls and consequent drop out.

  我非常高兴和你们一道,参加今天这个跨部门女童教育项目年度评审会。这个项目是依据2003年教育部所作的一个本底调研的结果而设计的,该调研认为,影响女童教育的因素是多方面的,而贫困和各种性别歧视的存在,是当地不重视女童教育的最主要的原因。在教育方面,孩子在学校中缺乏鼓励和动机,是导致女童学习成绩不高、进而辍学的主要原因。

 

  When UNICEF received special funds for promoting girls education, it was decided to strengthen existing interventions addressing these factors, so that the impact on girls education would be more effectively addressed, instead of starting a new project. The provinces of Guangxi, Ningxia and Qinghai were selected due to the convergence of  4 ongoing programmes supported by UNICEF and being implemented by different  counterparts—the ACWF, the NWCCW, the MOFCOM and the MoE. These sectoral interventions were already addressing issues of gender equality, in one way or another, and statistical data showed that there was a disparity in the status of boys and girls in terms of sex ratio, literacy levels, school enrolments and drop-out rates in the counties of Long-an, Guyuan, Pengyang and Guinan. It was envisaged that bring these interventions together to address a common objective of girls education would results in a much stronger impact by piloting a multi-sectoral approach.

  当联合国儿童基金会收到这笔促进女童教育的特别款项的时候,我们就决定加强现有的正在着眼解决这些问题的措施,以有效地强化对女童教育的影响,而不是启动一个新的项目。选择广西、宁夏和青海,是因为联合国儿童基金会目前正在支持的项目中,有4个项目同时集中在这些省份,分别由全国妇联、国务院妇儿工位、商务部和教育部执行。尽管不同部门所采取的措施,已经以这样或那样的方式,着眼性别平等的问题,但是,统计数据依旧显示,在这几个省的项目县,即隆安,固原,彭阳和贵南,男童和女童在出生性别比,识字程度,在校人数,以及辍学比例方面依然存在差距。显而易见,为了女童教育这样一个共同的目标,如果以多部门合作的方式将这些措施整合起来,那么对女童教育将产生巨大的影响。

 

  I have just returned from a visit to one of these counties of the project where our Country Representative and I had accompanied our Regional Director who visited to China for the first time. It was of course a very tightly programmed trip giving us just a day in the field. Thus visiting only one village school and a longstanding and very successful micro-credit borrower’s home, it was limited to get a representation of what has happened in the field. While I could see a very strong initiative taken by that school with ACWF and Private sector’s support to enrol more girls through scholarships and a dedicated class room for girls, there was no real opportunity to see the practical value the project may have added, for example in tracking girls, or in promoting gender equality in a regular environment, although I am confident that such experiences have taken place.

  我刚刚从一个项目县调研回来,主要是和我们的驻华代表一道,陪同第一次访问中国的、我们的地区办事处主任在那里访问考察。由于整个访问日程安排得非常紧密,我们只有一天的实地考察时间,因此,只访问了一个村小和一个非常优秀的、和成功的小额信贷的借贷人的家庭,时间的局限不足以使我们概括实地所发生的一切。虽然,我能够看到那所学校在当地妇联和企业的帮助下,通过提供助学金和开设女童班,已将更多的女孩吸纳到学校中来了,但是,我还没有机会切实地了解项目所产生的实际价值,例如,在对女童的出勤追踪方面,或在一个常规环境下对性别平等意识的提升,尽管我相信,这方面的经验在实地已经不同程度的产生了。

 

  We received very optimistic progress reports at our briefing meeting, regarding the improvement of the girls’ status, not only in terms of education, but even in relation to the sex ratio at birth. However, reports highlighted very few constraints, essentially related to the limited funding. This made it a bit difficult to understand and discuss the nature of difficulties and challenges on the ground, including those that may have been faced in build a process of multi-sectorality.

  在汇报会上,我们收到了非常乐观的进展报告, 报告了女童状况的改善,不仅是在教育方面,而且在出生性别比方面。然而,除了提及资金有限以外,报告很少提及问题和困难。这样,为我们了解和讨论实际面临的困难和挑战增加了难度,包括那些在形成多部门合作过程中或许已经面临的问题。

 

  UNICEF is willing to maintain and further strengthen its technical support to partners at the field level, in developing worktable, local specific and cost effective strategies. Very realistic progress reports, identifying all the possible challenges, would provide the basis for appropriate on –course corrections to be made in a timely manner in the process of project implementation.

  联合国儿童基金会愿意保持和进一步加强对基层项目合作伙伴的技术支持,其中包括制定工作时间表,以及符合地方实际的、投入成本和产出效益合理的各项策略或规划。据有现实性的进展报告,理清各种可能的挑战,将会为项目在实施过程中,及时调整或更正相关措施提供一个良好的基础。

 

  This project promotes a multi sectoral approach so to make sectors work more closely with each other beyond the purpose of just activity implementation. It is to bring concerned and responsible parties to plan, coordinate and review the services so that the goal of the project can be achieved in a comprehensive manner and to demonstrating results that are more than the sum of the parts by working closely with each other. I look forward to listening to the value this project has added in each county in that regard.

 

  这个项目旨在促进多部门合作,以使部门间的工作能够相互紧密衔接,其目的已超越了活动执行的层面。多部门合作,旨在促进相关的责任部门一道计划,协调和评审各项服务,以使项目的目标能够全方位地得到实现,并且体现各部门之间工作紧密衔接,其结果远远大于各个部门工作结果的总和。在这方面,我期待听到这个项目在每一个项目县已经产生的价值或结果。

 

  A year’s time is definitely too short to report on the impact on girls but it is long enough to share experience on the kinds of challenges and the strategies required to strengthen the multi-sector interventions and the synergy between them so to achieve girls education. I am confident that you will make the best use of this review meeting to discuss the challenges and make on-course corrections where necessary so to be able to learn lessons from this pilot and further expand it.

  短短的一年时间,确实使我们无法具体报告项目对女童产生的影响;但是,一年的时间,足以使我们能够分享经验与教训,在面临的各种挑战方面,在所要求的、以加强多部门合作的策略方面,以及在应对挑战、调整策略方面。我相信你们会充分利用此次会议的机会,讨论这些挑战,在必要的地方作出及时调整,以便从试点中汲取经验教训,并将项目的影响继续扩大。

 

  It will be useful to review for instance, if counties are already shoring  100 percent enrolment of all children in schools, then what steps is your county going to take to ensure that all girls will complete the  9 year compulsory education In other words, what strategic planning needs to be done to ensure that there will be no drop-outs of girls from schools? Most important how do you plan to establish a realistic monitoring system?

  进行总结是必要的。如果在座的项目县能够保证所有学龄儿童100%的在校学习,那么,你们有必要考虑准备采取哪些措施确保所有的女童能够100%地完成9年义务教育?换句话说,我们需要制定何种战略规划以确保女童不辍学?更加重要的是,你们准备制定何种计划,以建立一个现实的监测系统以监测儿童的在校学习。

 

  This project is not just about achieving 100 % enrolments of girls. That we know is no longer difficult to achieve. It is about ensuring they not only complete schooling but do so with high performance levels. It is therefore about tacking children, especially girls; it is about mobilizing local governments to increase resources for girls education and women’s development. It is about strengthening advocacy through the media, schools and communities to change gender biased attitudes of communities and promote gender sensitivity amongst school teachers, community leaders and officials. This implies working hand in hand with other related sectors for addressing the underlying causes that hinder girls education. Each sector cannot individually tackle the underlying causes successfully. It is the strength of multi-sectorality which enable us to do that. The challenge before us therefore is to strengthen the coordination mechanisms at the county and below county levels to converge sectoral inputs through joint efforts for ensuring gender equality both at attitudinal level and in terms of achievement of girls.

  让女童100%的入学,并不是这个项目的全部目的,因为我们知道,这个目标在中国的很多地方并不难实现。这个项目所希望实现的,不仅是所有女童完成学业,而且要达到较高的学业水平。因此,这就需要我们追踪儿童的在校学习,特别是女童。这个项目还希望实现,地方政府部门为女童教育和妇女发展增加资源投入。这个项目也希望通过媒体、学校和社区,加大宣传力度,改变当地性别歧视的观念,在教师、社区领导人员和各类官员中提升性别敏感意识。这需要和其他相关部门携手工作,以解决潜藏在女童教育背后的各种根本原因。只有多部门合作,我们才能解决这些问题。摆在我们面前的挑战就是在县和县以下各级加强协调的机制,以通过共同的努力,整合部门之间的资源和力量,以确保在观念和女童学习成绩方面的性别平等的实现。

 

  Another challenge will be to make sure that the experience and lessons learned are replicated throughout the project counties, but also throughout the concerned Provinces. I was glad to hear from the Guangxi WCCW that they have already incorporated this initiative in their NPA. It is key criteria to ensure the sustainability and potential replication. I am eager to hear which other steps are envisaged by various sectors in the different provinces.

  另一个摆在我们面前的挑战就是,如何确保已经产生的经验在整个项目县能够推广,甚至是扩大到相应的省份。我已高兴地听到,广西省妇儿工委已将这个项目纳入到他们的省级妇女儿童发展纲要之中。这是确保项目持续性和可推广性的一个重要标准。我也热切地希望听到其他部门或其他省份所采取的相应步骤。

 

  We hope to see an even stronger surveillance taking place as part of the NPA monitoring at the provincial and county levels, to build a stronger advocacy for gender equality and to mobilize local government to increase resources for girls education. Initiating also a system of recording daily attendance of children by the Education sector, and introducing relevant activities in schools will actively promote gender sensitive learning environments both for boys and girls. I am also glad to share with you that this year the MoE will initiate the development of a policy on girls education. The positive results that you show on the ground will provide substance to the policy making process at the national level.

  在项目省和项目县,结合对当地妇女儿童发展纲要的监测,我们希望看到一个更加行之有效的监测体系,我们也希望建立更加强大的宣传阵容以推动对性别平等意识的宣传,我们也希望地方政府为女童教育增加资源和投入。同样地,由教育部门启动记录儿童每日出勤的系统,在学校内部引入相关活动,也将有助于为男童和女童创造良好的性别敏感的学习环境。在这里,我高兴地告诉你们,今年教育部将着手制定女童教育的相关政策。你们在实地取得的积极成果,将为决策过程奠定基础。

 

  It is now a well known fact that when programmes are designed at a general level, girls get left out but when there is a gender focus in improving service delivery and attitudinal changes, the benefits are for both boys and girls.

  众所周知,当一个项目的设计只停留在一般意义上的时候,女童往往是被忽略的;但是,当一个项目的设计将性别作为一个重点,并关注服务的改进和观念的改变时,其受益者则包括男童和女童。

 

  I sincerely hope that this review meeting provides a platform to make on-course correction of strategies as UNICEF would like to continue to support this project in 2005. I look forward to listening to your experiences and hope that this intervention will provide a positive example for addressing the issue of gender equality in China.

  我诚挚地希望这个评审会是一个平台,通过这次会议,能够对相关的实施策略作及时的调整。联合国儿童基金会也愿意在2005年继续支持这个项目。我期待听到你们的经验,也希望这个多部门合作的项目能够为中国解决性别平等过程中存在的问题提供一个有效的例证。
