At the ceremony, Vice President of the Ningxia Women's Federation Fan Shulin and Deputy Political Commissar of the CAPF Ningxia Corps Wang Weiping announced the official opening of the multimedia classroom and library. President of the Huangduobao Primary School Jin Manxin made a speech in which he said that the school would make full use of the new facilities to improve its quality of teaching.

After the ceremony, Fan and Wang toured the school and presented 67 students from disadvantaged families with cotton-padded coats.
